In response to the recent increase in tariff rates on imports from China, the Household & Commercial Products Association (HCPA) joined the Americans for Free Trade (AFT) coalition to call on President Trump to postpone all tariff increases on Chinese goods. The letter was sent in response to a notice from the Office of the United States Trade Representative (USTR), published on August 20, which authorized a 10 percent tariff increase on roughly $300 billion of imports from China. The products subject to increased tariffs have been divided into list 4A (effective September 1, 2019) and 4B (effective December 15, 2019).

This tariff increase adds to previous tariffs implemented under Section 301 of the Trade Act of 1974 (List 1, List 2, List 3). Product exclusions granted by the USTR with respect to previous actions will not be affected. The USTR will publish a separate notice describing the product exclusion process, including the procedures for submitting exclusion requests and an opportunity for interested parties to submit oppositions to a request.
