Steve Caldeira and Mike Gruber Named to The Hill’s Annual List of Top Lobbyists

Steve Caldeira, President & CEO, and Mike Gruber, Executive Vice President, Government Relations & Public Policy, were recently named to The Hill’s Top Lobbyists 2024. This is the eighth consecutive year that Caldeira has been included on the list and tenth time overall. This is the third time that Gruber has received this recognition.
Caldeira serves as a passionate and respected advocate and communicator within the business and trade association communities and among legislators and regulatory agencies in Washington, D.C., especially the Environmental Protection Agency (EPA), which regulates pesticide products that sanitize and disinfect surfaces, keep fleas off pets, and prevent rodent and termite damage. In the last year, HCPA took the lead role in establishing a Stewardship Organization (SO) – the Household Product Stewardship Alliance (HPSA) – to provide a pathway for compliance to companies that are obligated under Vermont’s first-in-the nation household hazardous waste (HHW) law. HPSA is registered as a national SO and can provide compliance services in other states that pursue HHW policies.
In his three years at HCPA, Gruber has leveraged his relationships with members of the House and Senate Appropriations Committees to advocate for funding for several EPA programs that are important to the household and commercial products industry, including the Office of Pesticide Programs and Safer Choice. He also led efforts on negotiating a bill in California that establishes formal timelines for pesticide registration applications, ensuring more predictable and transparent processes. Mike oversees HCPA’s State Government Relations & Public Policy team to manage key issues, such as chemicals under discussion under the Toxic Substances Control Act (TSCA), pesticide registrations and restrictions, and Extended Producer Responsibility (EPR).
