Following a meeting with New York Governor Andrew Cuomo’s staff in early July, the Household & Commercial Products Association (HCPA) and allied trade associations proposed a chapter amendment to recently-passed legislation in a letter to the Governor’s office, asking for an across-the-board 10 parts per million (ppm) 1,4-dioxane standard for all products covered by the bill – cleaning, personal care, and cosmetics. As the legislation is currently written, the sale of all cleaning products that contain more than two ppm of 1,4-dioxane would be banned by December 31, 2022 and products that contain more than one ppm would be banned by December 31, 2023.
The letter presented a science-based proposal and emphasized that the current legislation raises serious questions about the ability of manufacturers to comply, and whether reformulated products can retain their efficacy. It is still unclear when the 1,4-dioxane bill will be delivered to Governor Cuomo.
